In nix everything has a priority level. -20 being the "highest" and 20 being the "lowest." By default everything in X is running at level 0. What this app does is change the priority of WindowServer, Finder, Dock and Dockling Server to -20.
To run it "cd" to the folder speedboost is in. Then "./TopPriority" it will ask for your password (because it runs sudo). If you want to see what the script does, "pico TopPriority" it's just a small script. If you fear the terminal, wait until someone releases a GUI front end.
